Training resources on municipal sport for elected representatives and citizens

THE CHALLENGE

Barcelona Provincial Council has identified the need to provide local authorities with clear, useful and rigorous training resources on physical activity, sport and municipal sports management. The challenge has been to turn specialist technical knowledge into accessible content for two different audiences: elected representatives with responsibilities in sport and citizens interested in better understanding the role of physical activity and sport. It has also been necessary to structure and explain the main concepts of the local sports system, covering stakeholders, responsibilities, facilities, programmes, regulations and trends affecting local government. The aim has been to facilitate learning, improve understanding of municipal sport and provide a sound basis for more informed decision-making.

THE SOLUTION

At Itik Consultoria, we have worked with Barcelona Provincial Council to develop the concept, structure and written content of two training resources: one for local elected representatives and another for citizens. These resources have brought together specialist knowledge on municipal sports services, physical activity, facilities, programmes, events, the legal framework and sports policies, making it more accessible and useful for reference, learning and decision-making. This process has transformed technical knowledge into valuable training resources designed for learning by doing: better understanding municipal sport, applying sound criteria to decision-making and strengthening municipalities’ capacity to promote more useful, health-enhancing sports policies aligned with the needs of each area.
