Managing a sports service requires reliable, comparable, and easy-to-interpret information. The challenge has been to transform scattered data on users, human resources, budget, facilities, and services into a comprehensive view that facilitates the evaluation of municipal sports management. The comprehensive dashboard has enabled moving beyond an exclusively operational view of the data and directing it toward strategic planning, inter-municipal comparison, and evidence-based decision-making. The Barcelona Provincial Council launched the Intermunicipal Sports Comparison Circle to enable municipal sports services to measure, compare, and evaluate their management using common indicators. The challenge was to build a reliable and shared data system, capable of integrating diverse municipal realities and of turning information into useful knowledge for public management.
At itik Consultoria, we have applied the balanced scorecard methodology in the field of municipal sports for over 15 years, supporting the Barcelona Provincial Council in the Intermunicipal Sports Comparison Circle. A system of indicators has been structured around five key dimensions (political mandate, users, organization and human resources, economy, and environment). Common calculation criteria, validation systems, and tools to detect inconsistencies and ensure data quality have also been defined. The results have been analyzed comparatively and worked on with municipal technical staff to identify strengths, deviations, and opportunities for improvement. Thus, the dashboard has been consolidated as a practical tool for prioritizing actions, justifying decisions, and guiding sports policies.
